Real Estate Services Division Branch Chief Profiles

Asset Management Branch

Joe MugarteguiJoe Mugartegui has over 20 years of public sector experience, including 18 years of experience dealing with complex DGS budget issues. Joe possesses a vast knowledge of the State's budget process and DGS' fiscal issues, and his interactions with the Department of Finance, the Legislative Analyst's Office, and the Legislature are extensive as well.  Joe became the Branch Chief for the Asset Management Branch in October 2006.  Prior to this, Joe was the Chief of the DGS Office of Fiscal Services, a position he assumed in 2003.  During 2000, Joe was the Department's Capital Outlay Budget Officer.  In addition to his AMB responsbilities, in September 2007, Joe became the Acting Assistant Deputy Director for RESD.


Building and Property Management Branch

(photo coming soon)  Tim Bow has over 24 years of governmental regulatory and business operations experience with the state, including service with the Department of Consumer Affairs, the Department of General Services, the Department of Insurance, the Department of Health Services, and most recently, the California Department of Public Health. His prior service with the Department of General Services included service within three of our department divisions: Office of Fleet Administration, RESD Building and Property Management, and the Office of Risk and Insurance Management. Tim attended San Jose State and National University, and holds bachelor degrees in International Business and Finance.


Business Operations, Policy & Planning Branch

Kathy YamamotoKathy Yamamoto has over 29 years of public sector experience in the business and administrative functions of a real estate organization. Kathy entered state service as a junior analyst and has worked her way up through the ranks, developing knowledge in project scheduling and resource allocation, budget and rate development, financial tracking and expenditure control, procurement and contracting, human resources, and data base management. She has been an administrative manager for the past 15 years, first within the RESD Construction Service's Direct Construction Unit, and now as the Branch Chief for the RESD Business Operations, Policy and Planning Branch.


Professional Services Branch

Jeff CarosoneJeff Carosone comes to us from the Department of Finance where during his eight years served in the Administration Unit, the Business, Transportation, and Housing Unit, and the Corrections/General Government Unit. He has spent the last year and a half handling various assignments such as the Judicial Branch, Department of Justice, Office of Emergency Services, and Military Department. Jeff earned a Bachelor of Science degree in Managerial Economics from University of California, Davis and received Master in Business Administration in Finance from California State University, Sacramento.


Project Management Branch

Jim MartoneJim Martone comes to us from the Department of Finance where, for the last seven years, he has been responsible for the development, management, administration, and support of capital outlay budgets for the Department of Corrections and Rehabilitation. Jim graduated with a degree in Accounting from the University of California, San Diego and a Master of Business Administration from California State University, Hayward.
