Services and Functions
The Real Property Services Section (RPSS) provides real estate services related to the acquisition, use and sale of state owned real estate.
RPSS understands the importance of quality service that meets the customer's needs. Customers are encouraged to contact the persons listed below regarding current on-going services and the Asset Management Branch at (916) 376-1800 when requesting new service.
Project Coordination

Provides acquisition project coordination and Public Works Board staff support.
Acquisition

Negotiates with property owners and acquires real property on behalf of the State. Also provides technical consulting services to agencies that acquire property independent of General Service's authority.
Acquisition Review

Acts as staff to the State Public Works Board, reviews and approves acquisition transactions subject to State Public Works Board approval.
Transaction Review

Reviews or processes and approves real estate transactions involving other State agencies pursuant to various Government Code sections excepting transactions subject to State Public Works Board approval.
Relocation Assistance Unit

Prepare Relocation Plans, Entitlement Reports and Budget Estimates. Provides Relocation Assistance to displaced individuals, families, businesses and farms. Processes all claims for relocation payments and serves Notices of Termination on occupants of Relocation Assistance projects.

Prepares all types appraisal reports for acquisitions, sales, and budget purposes. Also provides valuation consultation.
Appraisal Review

Provides a separate review of appraisals; employs independent appraisers; reviews appraisals of other agencies and approves hiring of fee appraisers by other agencies.

Investigates the suitability of property for proposed projects that increase the amount of state real property assets or change the functionality of state real property.
State Owned Leasing and Development

Leases underutilized state owned property, and provides interim management of properties until required for State use. Also leases state owned telecommunication sites and facilities to non State tenants and leases private telecommunication facilities and sites for State use.
